House sounds like a good ending but the post game slides tell you he becomes a tyrant. Legion is already ruled by a literal violent tyrant if you side with them. At least NCR's problems are a bit more tame and actually allow for progress and freedom.

But once you finish the main quest, which is pretty short, you can leave and then come back to do whatever else whenever you want. It learned from Dead Money forcing you to do everything the first and only time you're there

The courier never demonstrates any particular capability for rule. He's good at getting things and killing people and not dying in the process. Governance is altogether different.

Even if we are going to accept your premise that the NCR governs like pre-war America, you are making countless assumptions to reach your conclusion that it will once again result in destruction, and you are leaving out some very key details in that analysis as well. The Great War wasn't caused by America's style of governance - in fact, we don't know who even launched the first nuke, but we do know that it was fought over resources. There is absolutely nothing to suggest that the NCR would result in "total destruction" just because they might have some similarities with pre-war America.

Besides their taxation policy, NCR also has conscription and prison labour. So when they take the Mojave a number of people are going to find themselves suddenly eligible for compulsory military service to replace the soldiers lost holding the Dam and troublemakers are going to find themselves in the chain gangs repairing the railways to replace the Powder Gangers. In this case "troublemaker" will probably also include people who can't pay their taxes or refuse to be forced into the army, so it's a neat little circle of the common man being fucked over to help prop up California's bad decisions.

That's to say nothing of real speculative stuff like brahmin barons muscling in and taking over the local economy before anyone local can even think of competing against them, with the full backing of the government they pay for.

Rather than accept a reduction in their quality of life, they pushed to take the lion's share of global resources to fuel their way of life as long as possible. NCR operates the same way. They've brought ease of living back to America and now they don't want to give it up, despite the painful reality of it not being sustainable with the resources they have. Their expansionism is driven by a need for new resources outside their borders. They want to be Pre-War America where everybody lived in comparative luxury and it's not possible. Never played Fallout and know very little about it. Can I start with New Vegas? The setting interests me the most, as I love the southwest of the US.

You can definitely start with NV. DLCs are all pretty good but you don't need them to enjoy the base game. They will increase your enjoyment by a fair amount though. Some tips

If we're going to make up shit about NCR totally having more Vertibirds than Bear Force One available they just never mention in the game, then the counter is incredibly easy: the Legion has a supply of missile launchers for the express purpose of combating Vertibirds.

And the best thing is, that's more supported by things that happen in the game than this phantom airforce. There's a whole questline revolving around Caesar buying Energy Weapons to combat NCR's Heavy Troopers, and a minor quest where they want to fix a howitzer to combat NCR's snipers.

Helping the NCR clean up around Vegas but taking the Dam from them in the end is the best ending for the NCR. The upper leadership that dragged out the conflict, Oliver and Kimball, are gonna get shitcanned for wasting so many lives and resources on a failed campaign. NCR will have to rethink the whole manifest destiny thing, so they'll be less likely to expand and more likely to settle the issues they've got on their own land.
