I would say it's more turn based. Actions still run off a timer and you can easily pause the game while you choose actions with wait mode. Real time usually give you free control over your movement and attacks without any kind of delay.

Based. When you control a squad/crew/army rtwp is the most satisfying way to play. Going full big-brain mode for a couple minutes giving orders and the watching you plan being flawlessly executed/immediately falling apart is much better than a fucking talent show simulator.

Real-time games force you to respond quickly to rapidly changing events. It rewards adaptability and quick-thinking.

Turn-based games challenge your ability to plan ahead and foresee how events will unfold and take account of things that haven't even happened yet. It rewards good planning and keen strategy.

RTwP, however, is complete trash. Adaptability is skipped thanks to the pause, and planning is skipped because you immediately see consequences of your actions. It challenges neither of those skills.
