"RPG" is just the term for "number simulator" nowadays. It's as if Dungeons and Dragons was nothing but combat, out of a microscopic cast of selectable characters, only permitting the most bland uses for each item, weapon, or spell. There's no role-playing in the slightest in modern "RPGs" or most JRPGs, but Fallout 1 and 2 are textbook precedents of the true RPG genre.

Depends what you mean by backstory. Nate is established as a war veteran and Nora is a lawyer whos office can be visited in game. Its also established that you have a child. where as in previous fallouts its only really established that your just some guy from a vault a descendant of that guy a mail man or the son of a guy trying to purify the water in the area. Everything outside of that can be determined by the player. Is my character a peace loving diplomat who talks through his problem he can be in the older games. A homicidal cannibal who kills and eats anyone who crosses his path sure. Can he be gay? Sure. Alot of that doesn't make sense in fallout 4.
Kills the replayability and RP value. It's even worse than CP2077's V or Mass Effect's Shepard because in FO4 they gave them a premade backstory that is not only generic, boring and unrelatable but also fucks up the main quest line.
It's just a mess. Being voice acted also ruins custom quest mods. And mods in general.

This is one thing the geniuses who write games these days don't understand, which is why story based games are almost always shit, you have no reason to care about any characters just introduced to you two minutes ago no matter who they are "supposed" to be. I'm much more emotionally invested on how I perform controlling my character against the hazards in the game.
The problem is with shepard, the choices you make in a conversation actually matter in the long run. FO4 didnt' give a shit. they gave you 3 options which all effectively do the same thing and one option for the victim of your conversation to repeat what they just said.

Literally every main Fallout game gives the player character a backstory of some kind. I think New Vegas is the only one that kept it somewhat ambiguous aside from you being a courier.
4 fell in the awful middle ground of having too much backstory/personality to allow players to properly self-insert or roleplay or whatever like in past games, but not enough backstory/personality for the MC to be an interesting character. It's like Bethesda wanted to go the Mass Effect route for 4 but pussied out part-way into development and we ended up with something worse as a result.

I'll be honest, I had my doubts about the voiced protagonist in 4. But I actually liked both voice actors, and both of the backstories of the protagonists. It doesnt really take anything away from you. Because, lets face it, people to project their shitty OCs on their in game characters would make something worse anyways.

The player character's infant son being kidnapped changes the entire dynamic of the game. It doesn't make sense to waste time doing typical Bethesda side missions when a father/mother's first priority would be finding their son.
The biggest problem was how they only gave you four dialogue options. What was Bethesda thinking?
