Jumpscares aren't inherently bad but they need to be used properly, namely they need to NOT take away control from the player when they happen and there needs to be an actual threat associated with them. Picture yourself walking through an area in a game, and the wall on the far end explodes with a screeching monster coming out of it. It could disorient the player or make him panic enough to give the monster a head start. That's a good jumpscare. Something that rattles the player just enough to put them in danger.
