Perhaps it’s because I was playing on the “Normal” difficulty setting - there are two higher ones, including a Supernova mode that incorporates survival mechanics and companion permadeath, so it would make sense that the lower difficulty levels are more focused on exploring the world and the choices you can make within it.
Maybe higher difficulties will have aggressive AI? Probably not.
