There was a thread yesterday claiming a new re-release of MGSV would be announced at Gamescom this year, used pic related as the OP image. As for how credible that "leak" is, I can't really say, but that makes 2 threads speculating on the re-release of a MGS title recently. Something could be happening.

Fighters can be equiped with various clothings with custom colors and shit, but some also have second outfits.
except Noctis, who only have outfits from his own game and can't be fully customized beside the colors.

I find it hard to believe they could come up with 100 moves for Snake. He's not really a fighter. Big Boss was the CQC guy and even then only a few basic moves.
