We're meant to believe that he has the capacity to pull it off, as in the backstory he managed a bunch of other crazy shit. He got financially fucked as a kid, wound up having to build himself from the ground up, become a super billionaire, brought robots to the world by inventing RobCo, saw the end of the world coming (to the point where his predictions were less than a day off) and spent years preparing for the shitstorm.
And that's House's biggest problem; we never see any of this shit. We never see any of that intellect. We're told it exists, but nothing House does backs it up. Going by the lore, yes, he really should be a super genius billionaire playboy who has all the cards, but the game doesn't convey that well. So instead we get him acting like a smug asshole who gets outwitted by a 2 INT Courier who breaks all his robots while ranting about ice cream, and blows him up while he's still in his pod.
The game takes a lot of care to explain how the fuck the Legion has made it this far and why the NCR is having so many issues consolidating power in the Mojave, but we never really get that same attention to detail with House.

Whereas Caesar is a wannabe philosopher, and LARPing as an emperor, Lanius is a brutal savage that doesn't give a flying fuck about anything except killing anything that moves. He doesn't even care for the legion.
Read the different endings to the Legion route when you have Caesar killed by his tumor and Lanius takes over.
Caesar: spares the followers, lets arcade live comfortably if you sell him as a slave, and decapitates hanlon out of respect.
Lanius: exterminates the followers, kills arcade and crucifies Hanlon.

No. They're more or less a retread of the Think Tank (a group of detached scientists dumping their experiments into the world), without any memorable characters or interesting technologies Big MT had. Their only notable achievement is creating androids that are genetically indistinguishable from humans, but even then why would they need them anyway?
Like most Bethesda-written factions the Institute are "big picture" and work better on paper, but the more you examine them the less interesting they become.

The Institute create Synths to do busywork that could easily be accomplished by simple pre-war robotics, perform amoral experiments with no clear purpose or idea what they're doing and are outright dismissive of anything that goes against party line. Their goals are contradictory to the directorate, their scientists are poorly-trained and their technology is lackluster.
In my experience it's easier to view them as inbred LARPers messing around in a basement with no clear understanding of how anything works.

I believe with the right reputation and completing the 'We Are Legion' quest, Papa Khan will name you his official heir. If you take him out quietly, you will be the new Leader. It doesn't actually amount to anything other than you can directly decide their course of action during the battle for hoover dam.

karma is still a thing in NV and it still plays like any other skill check, for example one of the ways mortimer can offer you beyond the beef is if you have negative karma. it also influences the ending you get.
