Why is the translation in this game so bad? Outside of the main story everyone talks in twitterspeak and memes.

It was pretty bad. Maybe I've just crossed the Weeaboo singularity but I felt like I could understand and translate in my head some of the Japanese colloquialisms better than what I was being told they were saying in the subtitles.

I'm not playing with the dub, but its still not great. Some characters like Kaito or Hamura are fine, but Yagami gets it pretty bad. Instead of speaking like a PI with a rough past, he speaks like a Google employee.

The translation has been dreadful from 5 onwards. It wasn't great in 4 either. I can't comment on 1-3 since I never played their initial releases. The translations will probably never be very good since a lot of the direct translation would be completely innocuous but is modified to the extreme by the tone of delivery, or context. It doesn't do well with Western slang because of the profoundly Japanese setting. It is honestly a huge pain in the arse to translate something like this.

To be fair his character in the jap script is also of a cool and hip kid (actually 40+ years old), he's basically the same guy from HERO which aired almost 20 years ago but transfered to the yakuza timeline.

Learn the language of origin you want a pure literal non botched translation, English localizers have always been doing this in an attempt to be more "palatable" with the foreign market.
Remember the nightmare of Working Designs or the YE OLDE ENGLISH of a Dragon Quest game.
