Why are there no good One Piece games?

I really loved Grand Battle 1 and 2 on PS1 back then. 2 never came out in the west so I had to play it on an emulator with a text translation from fucking gamefaqs, but it was worth it. Then they changed the gameplay and removed characters so Grand Battle 3 sucked. I just want another game from that series that doesn't suck.
