what you are seeing is a fighting game for a new PC-based arcade system, this game is being made indeed with Fighter maker 2nd. the fact commercial games are still being made in a 18-or so year old game engine is nothing short of amazing, hell, it is believed Enterbrain is indeed helping with the development.
A new Fm so people can make their own games like with pixel maker and rpg maker is WAY TOO overdue.
