Why yes Daggerfall is my favorite TES game. I love barren wastelands of nothing with repetitive dungeon crawling quests over and over. I love copy and apsted NPC's that repeat the same dialog. My favorite part though is finding the wall containing the teleporter at the end of a dungeon. Oh boy is that fun and immersive.

I really like Oblivion, is one of the most comfy games, 10/10 music, and has the most memorable quest.
But, Skyrim did better in the atmosphere and the world built in general, two hands for combat, more spells and magic variety, and shouts make the gameplay more fun.
Also Oblivion is a nightmare to mod, Skyrim is more easy.
In terms of fun:

I like Morrowind alot but Oblivion is my personal favourite. I just prefer Cyrodil's traditional European Fantasy feel to the strange, high fantasy world of Morrowind.

I think the conundrum isn't so much that people just want "hardcore gamer cred", which is a rather pissant explanation, but that people DO like the idea of arena shooters, but end up finding them inaccessible. The skill ceiling/curve is just so high, that it's difficult for the average person to sit down and penetrate into the core playerbase of an arena shooter.
This leads to a circular issue where people don't play because the core playerbase is too skilled, which means that the playerbase never flattens out its overall skill level, which keeps the core playerbase small and highly skilled on average. I remember watching a video about Quake Champions; the person presenting the video noted that the playerbase really tried hard to be accommodating and encouraging to the new players they were stomping the shit out of, because they wanted them to stick around and grow the community.
I think the immense popularity of Halo was a good indicator that people do like something arena shooter-like, so long as it's accessible and has a low skill ceiling. I mean, shit, people nowadays find CS too hard to get into, and for its time, it was a dumbing down of the shooter genre.
Oblivion and Arena are my faves.

Morrowind is quite clearly the greatest rpg ever made, and thus the best TES game.
Mods help even the playing field; they do way more for its successors.
Skyrim and Oblivion are both virtually unplayable without mods. Oblivion edges out Skyrim in the mod department because its overhauls are so incredible, but Skyrim needs less to be a decent game (UI fixes, alternate start). Mods are still barely able to turn Skyrim into an actual rpg though.

DarNified UI to bring the Xbox Hueg font down to a reasonable size is the only thing truly necessary in that case.
And the unofficial patches. There are plenty of other mods that I would never play Oblivion without but a first time playthrough of any game should always be vanilla.
morrowind is the best by such a huge margin its not even comparable. the world is so alien and fleshed out, the main quest line is probably the best of any rpg ever. the amount of content in the game is staggering too, you can play through the game several times, hundreds of hours, and still find new things. the writing and characters are much better too.

It just seems that way because they're not voice acted. Morrowind NPCs have ton of personality, one of the most iconic eccentrics in the series is Crassius Curio. Divath Fyr being another example, along with Yagrum chillin in the corprus basement.

There are NPCs with personality in Morrowind but I get what he means; the vast majority don't have any and wouldn't whether they were voiced or not. Just the main quest characters, major faction members, and some other quest related dudes have any real personality, while the other ~1000 NPCs in the game just talk like they're reading a dictionary at you.
In fact sometimes they literally ARE, like when you ask about the services in a major city and they yabber off the same exact passage found in the city guide pamphlets.
Contrast that with Oblivion and Skyrim where most NPCs who - although lacking most of the misc topics that delivered generic info in Morrowind - have their own unique intros and responses to topics that establish their personality. Oblivion especially hammed it up hard, even shopkeepers and villagers were memorable.

Not him but to be fair all quests in RPGs fall into the same 3 or so flavors. Talk to someone, get something, kill something. I mean take even the most interesting Oblivion quests like the dinner darkbrotherhood quest. At the end of the day the quest is kill 5 people oh how exiting. Every theives guild quest is go somewere and pick up an item woopdie do. Its the story and world around it that makes it interesting. As for some decent Morrowind quests just about every Telvani mouth quest is great. Of the top of my head here is one quest that happens early on that is interesting en.uesp.net

You might want to just go and read up on quests in Morrowind on UESP. Kinda lame to call all of them fetch.kill quests when a chunk of them is not.
Hlaalu had a bunch of quests with different solutions, either from speech/disposition stuff or that whole spying plotline with the, uh, I always get caldera and pelagiad mixed up but the guy in there.
The artifact hunting ones in the imperial cult were cool too, asking specific classes of npcs to learn the whereabouts of some well designed dungeons (an admitted rarity in Morrowind with all those tiny tombs and empty egg mines dotting the land that my completionist autism made me go in) with those avatars of the gods hiding out.

Those were some of my favorites too, but they aren't complex or branching or anything, so I don't know if it's fair to call them strong quests. What made them memorable is that they played to Morrowind's strengths by having you investigate, explore, and ultimately find a powerful unique item. In a similar vein my favorite thing in the game is that big ancient Nordic burial site hidden deep underneath an ancestral tomb that you can learn about by buying that one Nord in a bar some booze.

Obviously it wouldn't be 1:1, Elder Scrolls is a lot more action oriented and has a LOT more fighting than Arx, having to flip through the spellbook for something appropriate and getting your precasts ready for every fight would be tedious.
