Dark Souls 3 had great dragons. The whole Dark Souls franchise has alot of lore and covenant surrounding dragons, which is great but lacking in depth and clarity. The dragons are also, for the most part, enemies and are largely shallow (aside from dark souls 1 background lore, where there was a nation of them and Seath the scaleless betrayed them, so unfortunately you miss out on the dragon empire).

DRAGON'S dogma has this amazing tyrannical horned dragon who is highly intelligent and is able to understand human speech and utter it on his own. I'm early in the game so I don't know much else about him but I'm already captivated by it.

The warhammer franchise (mainly centred around the total war games and other older games) has great dragons but they're just... units you can use. They look amazing though and are very highly varied.

Skyrim had Wyverns named dragons apparently. (though I personally consider dragon/dragonoid to be an umbrella term that covers all resemblant subspecies such as wyverns, wyrms, drakes, etc) I never played the game. The "dragons" in it seem pretty soulless enemies too.

Monster hunter games have dinosaurs resemblant of dragons. Some of them are amazing and beautiful (such as Xeno'jiiva, one of the most beautiful dragons I have ever seen)

Medievil had a dragon residing inside a cave

The witcher franchise has "draconids", though they don't really resemble dragons, but they are very cool.

You play as a dragon in Spyro, don't remember much else.
I wish I could remember more and mention more. But my memory betrays me at the moment.

I do agree that Warhammer fantasy doesn't do a lot with dragons, but they have a good selection and cool lore. High elf dragons are the vanilla options, but the oldest ones are as old as the world and the most powerful unit in the game.
