How are you defining "best" here? Mechanically the most powerful? The character the community most likes?

Any Pokemon game(mechanically) really.

Breath of Fire series probably.
With 3 and 4 you can make Ryu into a powerhouse not only because of his dragon forms, but also if you give him the right masters and enemy skills. In Breath of Fire 5, while you get punished with a high Dragon Counter % penalty and not getting a really good weapon from a boss if you don't transform throughout the whole segment, if you use Dragon Form and do the D-Charge enough (around 3 to 5 times, iirc it caps out at some point) and use the lv 3 attack, you can one shot literally every boss except 2.
