You can still do them, just not with embedded sounds.
A while back I made a script that let you upload sounds to something like catbox.moe, put the link in the filename, and the sound would play whenever the image was opened. It also synced with videos.

Most of them creative autistic folks moved on to channel their powers into more worthwhile endeavors. It was a nice little staging ground for a while when the internet was smaller, but its notoriety betrayed it. Same with Yea Forums, really.
