IIRC mk64 plays faster or slower depending on whether you are on PAL or NTSC because of the frame rate difference.
A lot of early games tied animations and movement to framerate.
For another example, the reason that OoT3D animations looked so fucked is because they upped the framerate without reanimating the characters.
