None of the big Pi emulation software (Retropie, Lakka, etc) have been updated to take full advantage of the Pi4 so there's no definitive answer yet.

desu atomic pi costs less and it's way more powerful. or simply take a pc from the dumpster and use that.
but pi4 is quite good at emulation, expecially if you win the silicon lottery: with the new firmware you can easily reach 2ghz

what r u trying to emulate? maybe u mite want 2 look into the nvidia shield, but if ur going to the route of ARM SoCs then if I were you I'd check out odroid (i have the XU and C, p happy w both) and if you don't want an ARM SoC then an intel galileo or edison mite b cool 2

I haven't tried the Pi 4, but I do have a Pi 3 b+ and I can share my experience with that if anyone is on the fence about getting one.
Please understand that I haven't played old school games in a long time, so it could have been that I sucked at the games I played but any 2D game I played felt like it had a noticeable input lag. Not a very big one, but sometimes when I wanted to jump or attack an enemy it felt like it took just a split second too long. It could have been the settings, it could have been the controller or even the TV, I don't know.
3D games, specifically PS1 games ran flawlessly, beat Crash 1 and 2 with hardly any trouble, maybe an occasional slow down that lasted for like 2 seconds but that could have been from the games.

You could theoretically install Windows for it, but in practice all practical OS choices for it are Linux-based. If you want to buy one and make it into emulator box, you only need this:

You usually need a 12V power supply. There's actually a lot of shit you can buy for those things, sometimes the Pi comes bundled with them. For example this kit has the power adapter, a case, a memory card, hdmi cable and even a cooler in it.

There's an USB-C port for power. You could also power it through the GPIO pins, but that's a hassle for normal users.

no, no soldering required unless you're doing some weird DIY handheld or something.

it's not plug n play as you do have to do some minor software/controller setup, but once you do, it's good to go.

there r shields 4 the rPi, usually meant as adapters 4 different usecases that can vary from computer vision 2 fpga console emulation shields 2 audio/dac shields for the rPi. no soldering required unless ur using a breadboard w/ ur rPi.

It's basically a cheap PC that runs linux. You can use them for a lot of things, like make a small emulator box like the SNES classic or something.

It's a mini pc, it can do anything a pc can do, but obviously has less power.
Normally you let them do whatever mundane shit you need to do 24/7 nonstop, so instead of leaving your real PC on all the time, you just let your personal use servers in there.

Emulation is an option but it's a waste imo.

Depends on your use case. In personally prefer a Wii for emulation because I can easily output to my CRT, if you dont care about that however then an average PC would suit you much better.
The only real advantage the Pi has is its size and low cost. I wouldn't recommend it.
