Look at it this way: they're planning new story content and even if it is a set of paralogues, it need to fit in with whatever house and characters you chose. The easy way out is to not bother making three sets of dialogue for each house and either make it a prequel story, which won't be set too much back in the past lest you have to make an entire crew of new units, or you take the easy way out and make it a side route using the established characters with some new ones and new locations.

It's most likely not a big campaign since the season pass is not that expensive compared to all the previous FE DLC, but it makes sense to not advertise a new campaign too heavily right at release because it will piss off people like Revelations did, and they will want to save info for marketing purposes when the content is actually coming out so people won't hear it now and forget it. A lot of people seem to think that Edelgard only wants to conquer the continent to enforce her values on it, but there is more to it. Edelgard believes that the existence of the Kingom and the Alliance separates the people of Fodlan and causes unnecessary conflict. That's also why she wants to unite the continent under the Empire. Even if she could convince Dimitri and Claude to support her against the Church, they were not going hand over their territory back to the Empire willingly.

That's what Claude route should've been but I guess they wanted to make sure we didn't get any sort of "Everyone lives kind of" ending. At this point I don't care much, I'm doing GD route and I imagine I'll enjoy BLions but I'm loathing doing Edelgard's route. Nothing about her appeals to me.
