Nah, Hero is a solid high tier, but he'll never be top tier.
When you look at Ultimate's currently agreed upon top tiers, they have both the ability to continuously pressure the opponent, as well as good out-of.shield options. Hero has neither.
His limited magic and laggy moves mean he can't consistently pressure the opponent nor can he respond well to opposing offensive pressure. Characters like Joker, Lucina, Pikachu and Wolf will give him a hard time.

There was a brief period of time between the release of mewtwo and Cloud that it was somewhat balaneced but other than that the game was dominated by top tiers like Diddy, Sheik and Rosalina, plagued by the inconsistency of Rage Bowser and Ding Dong DK, and actual low tiers like Ganondrof and Jigglypuff were never seen in tourney.

Hero isn't terrible but it seems to me like there are a lot of characters that are better while being more consistent. Honestly, I suspect that the character's sloppy design was dictated by the fact that Squeenix wanted the whales to fork over cash for this character. What's the best way to play Dragon Quest 2 and 3 on a hacked 3DS?
I already finished 1 on an emulator but I want to play these portable instead.
Should I get the SNES or GBC version? Or try tracking down an English translation of the 1 2 3 re-release that released a couple of years ago, assuming it exists?

Bitch please, Hero is definitely overpowered compared to a good chunk of the cast, especially the other "Magic Knight" types, but he is also perfectly designed for what Smash is supposed to be between the Down-B (Especially Hocus Pocus) and the Crits. and very fun character to play, Honestly on a SHITTER level the main issue i think can be traced to the simple facts of this.

1) Fully Charged Spells hit like fucking trucks and have pretty damn big hitboxes to boot.
2) Hero starts with a full MP bar.
3) Insanely easy to recharge the MP even should you miss, and due Crits doing so is can even be efficient, so even should you miss you aren't a complete sitting duck.
4) As result Hero doesn't need to worry about resource management unlike say Robin, and does not need to worry about "building meter" like Cloud and Joker, allowing very frequent use of said hard hitting abillity.
5) Down-B spam is prevalent since while Kamikaze and the time waster steel move is there whay too many people still seem to feel that it is more efficient to just fire the starting move immediately and use it as pure RNG you start with then actually bothering to read the menu and picking, but this i feel will die off once the novelty period ends, but so far the "intended" use doesn't jive that well with the pace of a average Smash fight, honestly there is basically always ONE good option, every time you pull the menu out just not as the initial option, so it isn't even THAT RNG.

Hero is basically the Epitome of "Master of All" on a shitter/casual level, but at least he is it in a fun way and that makes him a fine inclusion. Competitive though? Don't give a shit.

Honestly this has been my favorite part of the Hero's inclusion.

I like Dragon Quest but I hate everything about the stupid localization, so I'm glad it gets called out more.
I wish the games got normal translations instead of the garbage what we have.
