XV is absolutely Tabata's fault. He was made director in Nomura's place with the express purpose of finishing the game he started. Instead, Tabata tore the whole thing down and started over, making a game which he eventually stated was "no longer Versus XIII." And despite wanting to make the game his own, he had absolutely no fucking vision, constantly changing the game's mechanics and features per frequent fan surveys. So this game Square absolutely wanted out as soon as possible was constantly modifying even the most basic elements like it's COMBAT SYSTEM, and when the game finally comes out it's STILL missing promised features and won't be "complete" for another two and a half years.
Versus XIII's protracted development is SE upper management's fault. Between the troubles of FFXIII and XIV 1.0, Versus was put on the backburner and almost nothing was done with it for years.
Nomura gave Square an ambitious, fresh concept that would have printed money and got fucked in every conceivable way for it.

But even so, the problem is what Nomura will do with Verum Rex and the fact that Versus's influence is all over KH3 and VIIR as it is. Not only that, but the issues that drive the story foundations (which would presumably be used in a work that takes lots of narrative and design cues from Versus) of Verum Rex/whatever work will stand in place of a game like Versus XV and KH are incompatible.

Also, don't quote me on this, but I recall reading something that stated that making and publishing Versus would have allowed him to move on from Final Fantasy once he had released it. And now that Nomura's working on FFVIIR, I don't know if it'll be possible for him to do so unless he releases something he's been working on for more than a decade that, at one point, had a failed open beta and his depression which led to him getting two cats to show for it.
Even Tetsuya Takahashi--Nomura's bro/mentor--never let go of his magnum opus and to this day, is still rehashing Perfect Works to his benefit (AKA printing money for Nintendo as Xeno's become the companys' third big RPG franchise, or second if you don't count Pokémon).
Should we then, be so sure that Nomura will let go? As much as I'd like to think it, user, I don't have the confidence to say so. I hope this reply is a satisfactory answer to your question at the very least.

This is true. I remember the guy who leaked the dev details a few months before release. Sounded like the game had a fucked up direction. Large portions of the game wasn't made just months before launch and the story was getting massive rewrites close to launch with also the added headache of getting Luminous to run in open-world setting.

I wouldn't be too worried XV was highly successful so Versus can exist as originally intended though I don't know if they will still do the multi-part trilogy or not it's possible they won't have to anymore.
People are familar with the XV cast of characters and alternate universes just use the assets available develop new assets for the rest of the story sell it on two blu-ray disks.
For DLC well if they wanted to they could rewrite Dawn of the Future to fit the Versus narrative and include Stella.
If you have Episode Ardyn you get, the Episode Ardyn part for free. Then you have stuff like Episode Arenea, Episode Stella, and Episode Noctis. Alternate reality stuff that has no barring on the main story.
If the game is great it should make a killing and with the assets they have with XV it could be pretty profitable more profitable than FFX-3.
