I could see them adding Geno as a bonus. The mii costume is already about 80% of the character modeled. They would just need to change up a few animations here and there which would seem like a breeze after Yuusha got approximately 30 specials. Speaking of which, the cost to throw in forest maze theme as a bonus with Geno should seem like small time stuff considering they just got 8 Sugiyama songs. Still I wouldn't get my hopes up. They could make a good chunk of change by charging $4 for the Geno pack though.

Genuine question, why do people hope there will be a character announcement at EVO? I get that there will be a lot of people there but wouldn't nintendo rather reveal characters during their directs, instead of an unrelated tournament? Or is EVO bigger than I think it is?

Common for other fighting games to have reveals, and this is first year Smash is the big final event. Nobody should get their hopes up though. It'd be nice and it'd make sense but that doesn't mean it would happen. It's a good venue to reveal something obscure like Geno that really only appeals to hardcore videogame types.

Yeah, that's what I'm thinking. He makes no sense at all for a Fighter Pass character, but I could see them deciding to work him into a full character while making the mii costume. They could charge about 500% more and get the goodwill of some fans for very little effort. He would really only need to be a semiclone of Gunner with a few tweaked animations and somewhat different specials. Wouldn't really cost much to license him since he's already a spirit and they got big names like Cloud and Erdrick.

That incensing shit was what really confused me upon Ultimate's original release to be honest. Capcom had a shitton of stickers just because while Square only had literally three, Cloud, Mallow and Geno. Why bother making a deal Square to use him and it's just for a sticker.

My guess is they didn't want to waste the development time and they had bigger characters to go for. I think they have either:
A) Chosen to make him a costume again because Sakurai decided it fit very well, and we will get him at a later date. (Most likely)
B) They planned to make him a mii costume but decided to work him into a bonus dlc character during development (Not actually very likely but I could dream)
C) They weirdly decided to scrap the mii costume and stick with the spirit only for some reason I simply wouldn't know (Least it's better than what Porky got)

I think there's a stage if he's in.

Firstly, there's space for one more stage besides the stages for the Fighter's Pass characters. Additionally, the new SMB3 Bowser remix included in the game contains the parts of the song exclusive to the SMRPG version, perfect for a SMRPG Bowser's Keep stage. (The stage may or may not just use the same Mario songs as other stages, it could also have a unique tracklist that includes the Bowser remix like the SMW Yoshi's Island stage does.) The Geno costume not appearing during the Hero direct is suspect too, when Persona got its costumes it also brought the Sonic costumes because they were all SEGA properties. Geno (and Chocobo I guess) seemed like they should've been added with the DQ costumes if they were going to be included. The DQ set also lacks any Gunner costumes, two Sword costumes and a male and female Brawler costume and nothing new for Gunner. It feels like they wanted people to take note of the absence, even if it didn't mean he was playable and was just to screw with people like not revealing Shadow as an Assist Trophy until the very end.

Since when did EVO become a fighting games E3? There's no way that many announcements would be made for that place when Ultimate didn't have any last year.

If something like this were to actually happen, I'd imagine they'd do a trailer showing his Spirit inhabiting a toy, recreating the original Mario RPG origin. Spirit would stay in the game, and Geno's Fighter Spirit would be that weird twinkling effect circling the Geno toy from the game. I support Genobros though I doubt anything like this would actually happen.

The Starling image is different than any of sabi’s E3 sources. Sabi’s E3 leaks I heard involved sabi and papagenos connecting a bunch of different leakers information.
