They aren't adding bosses with DLC characters though. So if they knew they were going to add MonHun DLC it'd make some sense to add the boss in the base game.
Rathalos just wasn't treated as full representation, like having no other spirits unlike the other two Capcom series, or a proper multiplayer stage.
There's also how internally the two MonHun tracks are listed as being from the Monster hunter series category rather than in "others" like displayed in-game. The fact that there's this category that only exists internally so far is pretty suspicious.

The DLC characters were planned out in advance, before the game even released. There's no way they would have prematurely revealed Monster Hunter representation if they were planning to have a proper character.
