Yes but Valve has no actual managers only people working on whatever they want. So if someone is working on a single player game that doesnt mean others are helping him in the project or that someone is asking for deadlines and results.

Alyx would need to be the protagonist, silent protagonists are terrible in story driven games where you are constantly interacting with other characters. The story completely revolved around her conflict & Gordon could have been written out of the story entirely & nothing would have changed

Half Life VR actually made sense. Every Half Life game was meant to show cutting edge tech, but since gaming tech has been stagnant for over 10 years there was no reason to make another. Gabe has said VR needs it's own version of what Mario 64 did for 3D games, so if they were ever going to make another Half Life game it would have been Half Life VR. But they didn't do it.
