Yes. The horrible fucking levelscaled, procedurally generated, retardedly huge and barren outside of said procedurally generated content open world alone makes it one of the worst games I have ever played, especially with how much aimless running through it you have to do.
It's also such a slap to the face how hard they fucked crafting/alchemy compared to Witcher 2, and somehow they also made ALL loot shit in the process.
Combat is also a downgrade from Witcher 2 in every way
