for visuals follow Bevilex as a base guideline. You don't need everything, its up to you.
Gameplay wise that's down to what kind of experience you want. I like OOO+MOO as my base overhaul and (mostly) stops the world from levelling around the player, with smaller specific gameplay mods on top of it. Its not for everyone though, there's a lot of casuals on Yea Forums who don't like the additional difficulty of OOO as it removes most of the hand holding aspects.

I don't understand why that mod isn't more popular/known, it makes it so you gain stats when you increase a skill instead of having to min max before you level up to increase your stats. With it when you level up you can still choose to increase 3 stats but they only go up by 1 because otherwise it would be OP.

I wouldn’t recommend FCOM to anyone else but to those who are so wholly bored of Oblivion after multiple playthroughs that only an insane, Forrest Gump’s chocolate box version of the game can jolt them back in. It’s very good for that, but an awful way to play the game before playing through it with more normal overhauls.

skyrim does this, too, and it's pretty autistic. for example, the murder in windhelm will remain unsolved unless you get fucking solve it for them. you can be the leader of every guild all at once. and now that i think about it, how come nobody else ever becomes the champion of a daedra. like if you talk to them, but ignore their request, how come they don't just find somebody else? it could just be some radiant npc that you encounter randomly after the fact. it would be easy since bethesda was all about that ""radiant"" aspect of the game.

OOO doesn't touch the levelling system, it changes the world scaling system. They're two very different things.
OOO makes it so you can encounter pretty much any enemy (except a for select few) straight away if you wander into the wrong area. It doesn't hold your hand by scaling the world around your level.
the oblivion modding scene is dead, and all the mods are awful bar a few which haven't been supported in ages now
Morrowind on the other hand still have a very robust and ambitious modding scene with shit like Tamriel Rebuilt and Morrowind Rebirth.
if you want a more lore friendly experience, OOO + MMM (lore friendly version) manual install is the way to go. This will almost completely remove all world scaling while only adding lore friendly content & npcs/creatures via MMM and leaving out the more general fantasy ones.
The strength of MMM isn't even the additional creatures it adds, its the massively expanded A.I & faction interaction. The world feels much more alive because of it.

morrowind by far has the best atmosphere, music, quests, writing and magic of any elder scrolls game.
just keep in mind that there's no handholding. the world is almost entirely unleveled, there are no map markers and you have to pay attention to the directions NPC's give you.
play it less like a modern RPG and more like a CRPG

You missed the point about zero interaction.
In Oblivion (and to a lesser extend skyrim), NPCs all have schedules mixed with sandbox activity. In Oblivion schedules could be weeks long or even more, for example an NPC might travel to another city to visit a family member. The sandboxing ability allowed for interactions depending on various situations, so NPCs can get into fights with other NPCs/creatures, NPCs in Oblivion with low responsibility can commit crime such as theft, guards will fight against people committing crime and not just the player. Add it all up and you get the feeling of a living world, you never know EXACTLY whats going to happen on your trips because NPCs/Creatures going about their business leads to situations. Being a thief in Oblivion and learning about NPCs schedules so you could steal from their house while they're out, or asleep and trying not to wake them up, was a game in itself.
In morrowind they do absolutely nothing. They just stand there or move back and forth. A guard will stand there and not get involved while a bandit or creature is attacking you right in front of them. Creatures will attack you and ignore everything else. Shop keepers will stand there 24/7. It's like you're the only entity in the world and everything revolves around you. And before someone says "its an old game", Gothic II came out the same year and it was light years ahead of morrowind in terms of NPCs/world interaction.
To be clear I'm not saying Morrowind is a bad game. It isn't. It's got a good main story and if you want to create a massively OP character it's fine. It's just massively overrated by neckbeards who think their opinion is an objective statement. It fails badly in many areas that these people ignore or try and rationalize away.
progress is slow tho, but if you're feeling brave they entire instructions on how to convert cbbe to TBD and you could do it yourself
Don't forget that npc's don't chase you through doors in Morrowind. This is just unforgivable and makes them little better than the generic enemy/NPC automatons of Daggerfall
I don't think I could do it any faster than, let alone as well as, people already familiar with the process.

Oblivion xp changes it so that you get XP for killing, exploring, etc. and when you level up, you can increase your stats and skills. The expense of increasing a given skill is dependent on whether it's a major skill, specialized skill or both. The default rates are a bit too generous for my taste but you can modify them. Hp and mana gains are probably retroactive, it's too retarded a mechanic not to change.
Realistic leveling is in retrospect a bit like Skyrim. Every skill up contributes to leveling, and major skills or high level skills probably contribute more. Your stats increase automatically as you increase the relevant skills. When you level up your hp and mana increase, which they also do retroactively when your endurance and intelligence rise. This doesn't fix the crappy skill leveling mechanics though, so prepare to jump everywhere while spamming a custom 1 mana spell. Restoration is pointless to level though because it takes so long, just train it instead.
I haven't played Oblivion in a hot minute, but I remember hearing around the time MO2 came on the block, that it works for Oblivion if you jump though hoops is it still like that? Or am I better off just using OBMM and other older mod tools still?

MO2 now works fine as long as you take a couple minutes to do an extra step for the steam version so it can work with OBSE.
Wrye Bash can do pretty much everything, although its not quite as user friendly if you're new to using it.
I have some experience using it. Not as my main installer but using it for Bashed patches for Various games for awhile.

Galerion Natural Leveling is a lot more "Oblivion-friendly" and doesn't completely revamp the leveling but fixes it completely by simply increasing your stats when you increase your skills without having to level up.
Each to their own, of course, but I found Galerion Natural Leveling a lot better because it doesn't completely change the leveling aspect of the game.

For skyrim there's various spell packs and such that add more offensive magicks to non combat classes sometimes, Apocalypse for instance adding poison stuff to Resto. Other packs do some similar things.
There's also ordinator which adds perks to some of the crafting skills in particular that are offensives, for example Enchanting has a bunch of perks focused on staves on top of that IIRC perks from the shcools also effect them as well so it can be quite effective and you can even forego normal magic and magika leveling completely and play a mage that way, on top of that some spell packs also like to add staves and shit to the game too. Smithing also has the ability to make dwemer turrets and shit.
No idea about Morrowind, never had that big of an issue with it's leveling generally but never really used non-offensive shit that often, and for Oblivion I honestly have yet to find a leveling overhaul that didn't just make me go back to Vanilla, because as much Vanilla is AIDS when it comes to oblivion leveling, I know it well enough I can just game the fucking system in my sleep.

Skyblivion is pretty close to completion. Only a few areas need to be worked on and some of the quests need to be implemented. Armors and weapons are also mostly done except for a few that are currently in the process of making. Creature models are also coming along nicely.
Shivering Isles is the thing that's barely finished but the main game should be done by next year depending on whether all current contributors keep up the pace or not, though they might be a bit inactive once summer time is over.
That being said, Skyblivion is much, much closer to completion than Skywind because Skywind needs a ton more work, still.

Thanks user. Any mod recommendations, I only admittedly played on PC twice, first time was pretty simple and just vanilla with some new shit, second time I had shit like OOO and some other things to spice it up but never got far because other shit popped up and was burnt out on ES around the time.
Grab OBSE, the 4GB patch, Engine Bug Fixes, mod and Simple Saves for continuous auto saves just to be save.
If you don't install a ton of shit with scripts Oblivion shouldn't crash or barely, but once you install a ton of mods that constantly run scripts it will crash every hour or two because of script overload.

Skywind is never going to be finished, they never even bothered finishing morroblivion even though it was very close to completion because Skyrim was the new and shiny. They’ll do the same thing when TES 6 is released then do it again when TES 7 is released etc

Maybe it's just because I never found stealth that fun in TES but honestly why do people give so much of a shit about NPC complexity? I don't care about villager's lives unless they have a quest for me, I go into towns to pick up quests or buy shit or unload shit off so I can go back to the meat of the game exploring the world. If Bethesda put as much effort into dungeons as they did irrelevant npcs villager#776 who worse for belethor at the general good's store the games would be much better than they are.
I'm surprised nobody has mentioned at all Maskar's Oblivion Overhaul.
Not only does it touch the level scaling the most simplest way (easy encounters near towns, hard encounters near remote regions), it adds lot of cool features like pet taming, advanced diseases, darker dungeons, new creatures, faction system in form of regional guilds.
And yes, you can tame a dragon and ride it.
Best thing is this is done using only scripts so it's compatible nearly with every single mod in existence that doesn't do the same thing. And you can toggle on/off these features through a simple ini file (and that is as simple as changing values of 0 and 1)

Going to the SE hasn't really been a setback. It made the whole mod more stable overall. The team has also grown nicely since the last video.
Oblivion reloaded is more of a "base" for which you then expand on with graphics mods.
Also make sure and disable the weeb rolling shit it adds, the author is such a monk for adding that stuff to a graphics package without just making it an add-on

i was going to try modding and playing oblivion a while ago, but i started and just felt like i already knew practically everything in the game from playing it so much on 360. even if i add a bunch of quest mods, it seems like 80% or more of the content will still be what im 100% familiar with.

I think that's the point. Not really playing the game, but trying to install as many mods as you can without the game going all FUBAR. I found the process to be more enjoyable than playing the game itself.
I don't know why, but I just couldn't stop playing Oblivion. I could explore dungeons for hours, clearing them one by one while listening to some podcasts. It was just so comfy.
Shame I don't have my old saves.

I really wish I could get into TES games but the simplistic first person combat is such a turnoff. It's there a mod that fixes that?
Wrye bash does everything you'll need, the pro modder choice.
There's MO2 which is more user friendly, but you need to do a little step to make it work with steam/OBSE. You'll still need WB for bash patches though.
