The UK government is giving out tens of millions for video game developers that are starting up. Its subsidizing the growth of the industry, hopeful to make the money back in cash when these studios get big and successful.
Rockstar is taking most (as in, more than half of the whole UK's subsidies) of this money, and it doesn't need it, AND it doesn't even pay tax in the UK, it operates "at a loss" in the UK and makes its money in the USA.
Basically Rockstar is smuggling tens of millions of pounds per year out of the UK to the USA by exploiting this program meant to help smaller indie studios grow and give jobs in the UK.
The general public don't care.
If you want an obvious sign of this all you have to do is look at the mass outrage of CSGO youtube scammers who were promoting their own businesses to scam children. Nothing happened, their channels are bigger now than before, if anything all the controversy helped them.
Nobody is going to be thinking about buying a rockstar game and decide not to because they don't pay any taxes, nobody cares. The CEO of rockstar could rape and eat children and it wouldn't hurt the company long-term.
If you make good product (or good to your audience) you can do anything, if you make shit products not so much (ie bioware)

You can't turn football player cards into money. It isn't gambling, because what you get doesn't have inherent value, so you can't "gamble" to get more or less valuable things. According to UK law, all the cards are equally valuable (worthless), so you aren't gambling.
In Counter Strike, you CAN get money for them, and thus they DO HAVE inherent value (their trade value in real money), and thus it is gambling when you open a mystery box that randomly has X or Y, and X is very much more expensive than Y.
