the most important thing is if a character's model/animation could go 1:1 with another and still work as a basis, which a lot of these don't
you can add custom stuff on TOP of this, but you can't do it the other way around. Pauline does not have Peach's body shape so right from the get go it doesn't work. you can't just say "semi-clone" without basically losing the point of an Echo fighter (which is a 99% palette change with modified stats).
even Sakurai himself said Ken as an Echo Fighter was arbitrary and just there to reference SF2 having them as super similar.
