Was Nagito originally meant to have something to do with Makoto? The ultimate talent, the similarity in clothing and hair, even the name is almost an anagram of Makoto's but I was surprised when nothing happened.

He was meant to be an evil version of Makoto and sort of mock the whole hope meme from the first game.
Kinda like how the V3 characters became literal retards obsessed with a vague buzzword when they thought they were characters from the first two games.

I'm still eagerly awaiting HM7's translation of SDR 2.
Like "Byakuya" his apparent connection to the DR1 cast is a red herring to fuck with you at the start of the game and make you wonder how the hell this possibly connects with DR1's cliffhanger ending.
You can also see him as a foil or alternate take on Makoto's character, asking "What if the Ultimate Lucky Student was a real talent?" and "What if the Ultimate Hope was as psychotically obsessed with their ideal as the Ultimate Despair?" or even "What kind of self-image and worldview would you need to have to be unfazed by a killing game and put everyone else ahead of yourself, even when you're the smartest person in the room?"
The way he acts at the very end of Trial 2 is one of the best example of this, everyone else is shocked and devastated when they fear they've lost both Peko and Fuyuhiko, but Nagito just brushes it off and turns around to give Monokuma a big heroic declaration that they'll all overcome his despair. Wouldn't seem out of place at all in a story that didn't take itself too seriously but the mood of the scene and everyone's antipathy shows how they all rightfully view him as a lunatic at best for acting like that after his alleged "friends" died.
This sums it up best, the main reason I loved Nagito, and SDR2 as whole, was it really felt like it was taking the piss out of the more cliche and "anime" moments of the first game.
V3 also did that, but was way less subtle about it.
