They initially had bigger plans for her but Daddy Activision took away their allowance. So she was basically just sitting there for a year or more and they decided to push her out because she was already done and nothing else was.

Blizzard axed HotS and moved most of the team to other projects, it's entirely on life support at this point and the fact it got a new hero is actually amazing
