I defend Part 6 every time people shit on it and it's one of my favorites but it's far from the best part. Part 7 and 5 are much better constructed overall.

Yes. But his ripple techniques are mostly all infusing something with ripple and throwing it, and his stand is a long vine. So even if he looks different, his move set is gonna end up very similar to Simon and Richter.

He's also proficient in hand to hand combat, has been shown to use his stand defensively and as a support tool to restrict foes, isn't afraid of using grenades/firearms in combat, and additionally isn't he able to use Caeser's bubble techniques? Joseph has a wider skillset than you're giving him credit for.

There are many more ways they could use Hermit Purple than just a whip, and he's got other things to pull a moveset together from like his tommygun ect
In truth, every newcomer you could ever list is going to have some similarity to someone currently on the roster.
Captain Falcon and Mario both use punches and fire, yet they play nothing alike

But when you reduce that skillset down to what he would have in Smash, it starts looking very similar. Simon and Richter also use hand to hand, and grenades, and techniques that restrict foes.
He can't use the bubbles in the manga, but they could give him a loaner move like Lucas has. The tommy gun could work, but it'll either suck, or be his final smash.
You could play with thorns armor, but I feel like that would end up really weak or really broken.
He could be fun, but he's not unique enough from the rest of the Smash roster to use up an "only one anime character" slot.
