He's mixed things up a little. Tracers are perfectly legal under the Geneva Convention, it's their precursor that was the issue. Prior to tracers there were spotlight rounds, which had an explosive filler and would "pop" when they hit so gunners could see point of impact but the Hague Convention banned them as a form of explosive round.

That and it's just outright inefficient to have a guy carry 30kg of gear for 7 seconds of fire - you could carry over 100 40mm HE grenades + launcher and still you'd be hauling less weight than a full M2 flamethrower.
