The Matoran, Toa, etc. don't, they're basically robots. They have some organic parts but they aren't produced sexually, they're constructed. Consequently they don't feel romantic love because they have no need to.
In the 2009 storyline they introduced a couple of truly organic species, and the writer just said that they do reproduce biologically (though since it's a kids' toyline, he obviously didn't got out and say "they fuck"). It's also confirmed that they do feel romantic love.
