The point of him an heroing is that, being one of the last actual Americans that exist, he'd rather kill himself than serve a despot raider. Same if you have the Legion win and he helps refugees evacuate, the NCR arrests him and detains him indefinitely because he's vulnerable and easy to blame even though he helped them. Although in that case he just winds up at another NCRCF with all his medical and laser knowledge at his disposal, a bad idea considering that the original NCRCF was taken over by the Powder Gangers for the same reason (people with skills screwed over by the NCR deciding to go it alone).

The Legion itself has little to do with it. Gannon himself is an NCR aligned character even though he's not strictly NCR. Ultimately he either returns back to California and works as a doctor, or he's exiled for being ex-Enclave and continues working as a doctor within the Legion. He just wants to help people, not be a dictator's nurse.

Same can be said of all of Cass's endings, but in regards to internal NCR politics which she managed to unwittingly be a part of.

Both of them know exactly what they are too well, and both have totally opposite worldviews. Gannon is a typical Peace Corps volunteer-turned-doctor who wants to help as many people as plausible, but can also fight if necessary. Cesar is an academic and orator who wants to consolidate power and control, and cannot fight because of his cancer. This is why he needs the Courier to shut off the Securitrons, whereas Gannon can roll into Hoover Dam with the rest of his squad and kick ass. Gannon will even fight the player himself if he convinces the rest of the remnants to side with Cesar.

Both of them are completely unable to work with each other. Similar to how Mr. House cannot allow the Brotherhood Of Steel to exist, and why the BoS cannot allow the Van Graffs to exist. The NCR has the same issue with the Powder Gangers who are all ex-NCR, whereas every other group they will bargain with short of the Legion itself. The Legion cannot allow the Enclave to exist within itself either, either Cesar allows them to quickly escape or Lainus looses hundreds of men trying to chase them down whereas the NCR will ignore the Remnants even if they arrest Gannon.

That's true but there's a difference between people and their government, just ask any NCR trooper stationed at Camp Hope or the single Legion trader inside Cesar's camp. Ditto for Gommorrah's staff and Nero or the nightstalkers and Marcus.

At any rate, his attitude is that of a typical can-do American. He's in a similar situation peace corps volunteers were in South Vietnam era 1969.

There's that trader who admits Legion-controlled zones are much safer than NCR ones, and a few people who say they don't "agree" with them but respect their leadership capabilities. I just feel like these were interesting angles that were unfortunately underdeveloped, like all of the main quests having no room for diplomacy or creativity aside from "do the quest normally" or "kill everyone". It bothers me that an expert strategist like Caesar would order you to nuke the Brotherhood with no survivorsh instead of negotiating, even brutally, for a source of unparalleled technology. Compare that to a quest like the NCR dealing with the Kings- there are a hundred interesting ways to complete it, with an array of different outcomes.

3 is very meh and I barely remember anything from it ouside big quests except that one building with the ghouls in which you had hallucinations. When people say that NV is unplayable without mods, they mean it literally. It's incredibly unstable and the vanilla game corrupts every autosave. But after you apply some unofficial patches it hardly crashes at all. And the only mod you ever need on top of that is the one that removes the lockpicking and hacking waste-of-time minigame

When Fallout 3 came out I played it for quite a bit and then played through the DLCs once. If you're played NV but haven't played Fallout 3, then all I can really say is that take everything that NV has and make it worse, more simple and with less options. Add a whole bunch of incredibly boring metro tunnels and make all water inexplicably radioactive, and then make something that should look like pic related but with more vegetation into a desert where nothing grows. Also if you talk to any NPC they seem less like people who are the descendants of several generations of wasteland-dwellers and more like disaster survivors who just experienced nuclear war last thursday.
