This unfortunately is fairly common, if anything GR is relatively restrained compared to a lot of titles. Some devs take it less seriously then others, but a few are super serious about never ever giving out preorder bonuses ever again.

the creator said he would like to make a new game but wants new technology to make it with.
A problem with both GRs was loading all those cities in complete 3D instantly because the player can zip between them very very fast and the player can go in any direction at once.
The origional designs for the cities were a lot more dense and complicated but dropped in favor of hardware performance.
