Head tilt is a thing when running, but in this case the eye should move 1 pixels to the right, 2 tops, not disappear entirely.
No such thing as over-animated since the more frames you make the better and smoother the end result looks. It's more like the animator just doesn't understand physics and therefore makes things look off-putting.

The more skilled you are, the more frames you can fit in without it looking unnatural and jerky. I'm looking at the thing you described and I can say with utmost certainty that given enough effort it could be made even smoother-looking.

1. The point is that these characters are striding forcefully, not running. Especially with Alucard and Soma who are inhuman, it portrays their otherworldliness as they seem to efortlessly glide through the halls of the castle.
2. Yes I'm sure you know much more about the subject than professional spriters who have had their work lauded for years by people, I'm sure you'll show them when your shitty indie game sells three copies.
3. Your entire premise hangs on the fact that those Castlevania sprites with more frames appear to be "slogging through mud", when there are countless other examples of high frame count animations that look like the character is more hurried, which is apparently what you want from a walk animation, as if run animations aren't a thing.
