In OG there is no connection, in mods you can set bonus monthly payment per point (see Piratez).

You and the aliens both accumulate points throughout the month, the ayys get points by successfully completing missions of their own like abductions and terror attacks while you're trying to impede their progress.
Your rating at the end of each month is dictated by your score minus the ayys' score, and determines whether the council increases or decreases your funding.

Ayys don't really have bad weapons. Even the plasma pistol is deadly as fuck until you get power armor, and the stun launcher, while nonlethal, is gonna take whoever it hits and anybody nearby out of action.
