Moving at lightspeed means fucking nothing when they are in a world that has precog and seeing intro the future. Kizaru wouldn't even be able to effectively hit anyone with great observation haki like Rayleigh or Katakuri and Luffy's haki has gotten a major boost from fighting Katakuri so he'd be able to somewhat deal with him as well. Speed is not everything when fucks can see into the future and outmaneuver your attacks.

We know that Shank's Haki was able to knock out a bunch of Whitebeard's crew and crack the sky open. We know that he has the highest bounty out of all the Yonko confirmed by Oda. We know that Shanks was able to easily stop Kaido's assault on Whitebeard during Marineford war. We know that his commander stopped Kizaru like the bitch that he is. Not to mention he probably captured Kaido several times since he's been imprisoned by his fellow yonko and marines so many times.

Shanks has the best Haki out of all of them easily.

If anything, he's more of a big deal now compared to when he first appeared. We knew at the start that he was one of seven warlords, and that these are pirates granted amnesty by the Marines and are therefore in a 'lap dog' position. Alabasta wasn't too long after either. As it stands now, Mihawk still appears to be the strongest warlord.

Keep in mind though that One Piece isn't a fight manga in the sense that DBZ and Naruto are. If you're talking about filler in the first 10-15 episodes, you must just mean characters talking and not fighting which is a pretty big chunk of One Piece
