After more than a decade of bad selling mediocre games (FF10 and KH2 were their last shining stars) that don't make profit and them investing in Western developers that make games that cost a ton to make but don't make profits I'm not surprised.
FFXV was in development hell for a damn long time and the "finished" product was not only unfinished, but a clusterfuck which cost SE a ton of money, same with Kingdom Hearts 3 where the majority of fans were let down after waiting for a conclusion for so long only to get a teaser because SE thinks they can milk KH more for some reason.
FFVIIRE also has been in development for a while, costing SE a ton, and then they're splitting it up into episodes with no guarantee all episodes will be out just like with FFXV. Sure, FFVIIRE will sell... but will it sell enough to turn into a profit? I kinda doubt it.
Honestly the only thing SE has that is guaranteed to make a profit every time at least in JP is Dragon Quest and Dragon Quest Monsters.

I've been watching the trailer for FF7R guys and I've been just wondering about this little aspect regarding realism, how does cloud hang his sword on his back? he doesn't have a sheathe or a holster or anything of the sort.
