He's a goofy but entertaining villain with a lot of genuine charm and personality in a universe where almost every other character is some variety of tryhard autist.
Even with half his personality gone he would still stand out as the best character in the series just by virtue of being a actual character. The juxtaposition of a bunch of "cool and awesome rad dudes" and someone who actually does something even vaguely amusing definitely helps him.

He's funny, always has good lines, is simultaneously a joke villain, the main villain, and a threatening villain, and seems to be the most self-aware and sometimes oddly relatable character. Also his character has a bit of depth to it when compared to any other character.
