Yes. Emulators like to use OpenGL and AMD suchs ass at OpenGL. They're generally weaker than Nvidia GPUs too.
There isn't much of a requirement for upscaling, but there is a base requirement to run games and sometimes GPUs don't match it or sometimes emulators don't optimize something or other and you get lower performance. You still see some drops on Dolphin and PCSX2 even today on modern GPUs.
emulators are mostly CPU intensive
they suck at everything.
ps2 emulator uses dx11 which runs perfectly for me so.
most of the time the drops aren't even because of the GPU though, unless you cranked it up to ridiculous settings
heck, PCSX2 rarely even works right if using the GPU in the first place

AMD is a respectable brand as of late.
If it uses OpenGL then yeah, Vulkan and DirectX they're fine at. IIRC either one of the Yuzu or Citra devs said that AMD would perform worse under Vulkan than Nvidia but I'd have to find that statement. My RX 580 has been good to me but Nvidia does have the edge there.
You have to use OpenGL for a lot of games to run proplerly.
I should have specified that yes it's because of those two emulators themselves rather than the game or whatever. But modern emulators have different more demanding requirements. For example No More Heroes 3 on RPCS3, the openworld was quite demanding compared to the rest of the world RPCS3 does have Vulkan though but you can't use Reshade if you enable it so going AMD if you want your graphics might be a bad idea. I don't know what Yuzu has for a backend but if it's OpenGL you'll be fucked with AMD, more than likely. Those games will probably be more GPU demanding than RPCS3/Xenia.
I'm pretty sure AMD got a decent boost in performance since this came out, and it's getting a Vulkan backend soon. But yeah, good benchmark.

I'm not talking about ps2 emulation since its hacky shit on either brand of gpus. I'm talking about CEMU/rpcs3 and such, emulators that utilize gpu to an greater extent.
Ive tried over 20 games with zero issues?
several that where super laggy on the ps2 and run perfect for me?
Im also using a vega 64 and they are like purpose built for compute tasks so maybe that helps?

Just wanted to use the older ones as an example. For modern emulators I'd get the strongest GPU and just coast on that forever more, gaming is mostly dead anyway it looks like.
For CPU you will have to upgrade to play the heavy hitting games in the future as the emulators develop, so I do not recommend spending much on a new CPU. I got an i5 a while back because I wanted to play some games but I know I'll have to get a new chip in a couple of years if I want to play games that still run like shit(RDR for example).
Sort of is, cemu runs opengl which amd have pretty much abandoned support for. Cemu team is working on implementing vulkan though, which when finished should bring amd cards up to parity.
Basically everyone has abandoned support for openGL now, novidya just overall had better support for it in the first place.
