The thing that Silent Hill 2 does that Last of Us doesn't is it continues the story telling in its gameplay. You learn more about James and Silent Hill when you are in the driver's seat. Unlike with the Last of Us, where gameplay serves simply as filler for the narrative.
yes and no, because everything in the game does pretty much, except the other people's problems and the history of the town stuff. later on in 2 james will jump down a few large holes, and in 4 which is a sequel you have holes you travel through which can move and disappear. it's probably more related to that in this case then his desire to bang other ladies.

TLoU is just that, an insanely formulaic third person shooter. SH2 is also a super fun survival horror, and with a bit more original story.
