Anyone who idled still got the lament so long as they actually did it in the game. There were some command line programs that would creatively connect to idling servers without actually having to launch the game. So you could idle without the resource hog that is TF2 running in the background.

If you did it this way, you didn't get the hat and most of your items were deleted.

They re-issued the halos out in 2010 in the Mannconomy update, I used the program and still got it.

You can't trade the cheater's lament, and they didnt redistribute it.

there were also third party programs which idled your account without actually launching the game. if you didnt use the third party program, then you got the cheaters lament hat. this was almost 10 years ago.

The original shit with the halos were that hats in general were still new and rare so people that wanted hats would idle to try and get a hat (any hat), valve didn't like this so they punished some people who did it and then gave everyone* who didn't do it a hat that was a halo thing on a string.

Friend of a Valve employee here. Apparently the bug was intentional and the work of a fresh hire who wanted to make a quick buck on the side. Most Valve employees don't have the power to alter people's steam inventories and this would be easy to track if he did anyway. He intentionally rigged the odds of some of the statistically rarer crates and hoped he could quickly unbox his haul before changing back the odds on the server's end since this doesn't require another client update. His plan was retarded and hilariously backfired since the "bug" was found in less than 20 minutes of the update being pushed.

Valve hasn't decided what to do, although owners of the bugged hats will likely not be keeping them.

The proposed solution on the table is giving people who own the bugged hats a few options:
$10 steam credit per hat
Their hats being replaced with the original crate it came out of, only it will not require a key to open and will loot two items as opposed to one.
A refund and the original crates back if they were bought directly through Valve.

No plans to redistribute the halo or compensate people who didn't participate in the bug.

I think it's worth noting that when cheater's lament thing happened, your drops were not limited. Right now you can have... 10 drops per week? Some limited number. But back then you could get as much items as physically possible - which is why idling was a thing, because with new limit in place, you get all the drops during healthy and normal gameplay sessions.
Which, for some reason, didn't stop idle servers from existing.

There's no actual number limit for drops, they happen every 30 to 70 minutes, but you are capped at 10 hours of game a week.
However if you didn't play for a week you keep that time, but the hard cap is 20 hours.

You haven't missed anything. The gameplay is still really solid and most of the catalogue of weapons is finally balanced compared to how it used to be. And there's still lots of players so you really shouldn't feel that way. Just ignore all the hat/trading shit and try to improve on the core game.
