Even as a villain you have some wiggle room. Like Selvaria barely has any character development compared to Squad 7. Bizarrely enough, it's Rudi who is the "complex" Imperial character, not Max or Selvaria, and it's him who is the only one who survives. He's a cool dude and all, but there's a reason why he's not the face of the badguys in VC. I think that if Selvaria were to have borrowed more story beats from Rudi, it would have improved her greatly. Have her start off as blindly loyal to Max, zealous in her mission, and extremely honorable or chivalric in her views of war. Over time, disillusionment starts to kick in as the Imps get increasingly brutal and dishonorable. Her delusions of Max run-up against what the war reveals him to be, but she still stays by his side out of obligation and love. There's a lot of ways you could develop her to make her more than just a flat character. But then, maybe being flat is the point. Belgar and Max basically engineered her to be a weapon of war, so she wouldn't have much beyond "obey master." She's even quite bloodthirsty in the manga, and loves everything about war since she believes it brings humans to their apogee.
