There needs to be more underneath her student council exterior, the point of her phantom thief transformation into a badass biker chick was that she was sick of holding back and acting a little miss perfect goody-two-shoes. But when you get to know her she actually IS a little miss perfect goody-two-shoes. Make her into a bit more of a punk at heart who starts coming to terms with interests she was afraid to have because they'd clash with her image. It'd be a hell of a lot better than her confidant being about her policing someone else's romance.

Change the confidant so that the dude isn't a nightclub host but is actually an "acceptable" mentor figure like a school club leader or college-age tutor. That way her confidant still fits with her arcana (trusting your intuition and gut feelings instead of going off what everyone else is saying at face value) without contradicting the themes of the game. Like wow, the nightclub host is a scuzzy pervert. Sure took a lot of intuition to figure that one out, genius.
Through the main story, let her take the role of mainly summarizing what the group already knows without her being the designated super strategist who comes up with 5D plans on her own. Let the rest of the cast contribute, then she helps put things together. As it stands her and to a lesser extent Futaba render the entire rest of the party redundant when it comes to actually contributing anything of value.
Finally, give her at least one, preferably two, group hangout scenes outside her post-confidant hangouts where she can relax and stop having a stick up her ass.
