Honestly I consider this guy more of a chaotic neutral than a villain. Yeah, he was a wackjob, but he did it all for "hope," and apart from trying to kill the Ultimate Imposter, the one time he actually could've killed was to kill off Ultimate Despair.
That being said, technically everyone except Chiaki and maybe Hajime (since he was Izuru Kamakura outside of the Neo World Program) in the Killing School Trip is a villain, since they make up the remnants of despair.
