Because they are randomly generated. In theory you can make your own homeless NPCs to prevent the game from generating silly looking random ones but in practice that doesn't really work. Most of the homeless you see about will be yours but the game really likes to generate its own random sims to fulfill specific roles and disabling this functionality breaks a lot of things.
