In the context of the rest of the series, this mission feels like a bizarre fever dream.
He also gets silent assassin rating, look at the cutscene that appears after this mission
Again, I'm not sure what IO was actually going for when they designed this mission. The only thing it's remember for is having one of the best self-contained stories out of any mission in the series.
That's not true unless you actually silent assassin it by pretty much ignoring everything the tutorial tells you to do.

Come to think of it, every tutorial in the series before 2016 was bad.
C47's was a generic obstacle course.
2SA's was also an obstacle course except it was optional.
Contracts didn't have a tutorial.
BM's was Death of A Showman.
Absolution's was a similarly linear level in Diana's Mansion.
C47's tutorial was actually good, including a target range and target dummies to practice killing enemies, as well as introducing the disguise mechanic to the player. Not to mention it only took a few minutes.
