They would have to do a complete reset so nothing gets in the cracks. They would just make it wallet funds rather than refunding Paypal since they technically don't lose money. It'd have to be across ALL games too.

Refunding steam funds without refunding them to cash is a PR nightmare at best and that assumes that it isn't somehow a legal quandry given that people bought keys under specific circumstances.

There's probably something in TOS that money added to a steam wallet can't be refunded. Reverting it to wallet funds at least has the argument of giving the money back in some form. If they removed the unusuals without refunding, there'd just be mass chargebacks from people.
