This is oversimplified, but I break viewers into two main types;
-People who watch streamers who are good
-People who watch streamers who are funny
Do you lack both of these? Then good luck. (Being hilariously bad at something / rage goes under the funny category btw)
DOOM has a small niche community, you might be able to pull in some viewers. For starting out its nicer to pick games that aren't big at all, but still have some viewer base so you aren't drowned out by literally everyone else trying to stream it. Whether they stay for long is up to you of course.
Be as much of a clown as possible while simultaneously acting as though you aren't actually a clown. Degrade yourself as much as possible. Become a person that no one would want to be around, but everyone wants to watch burn.
That, or just have an organically charismatic and lovable personality that people attach to because you're awesome. But you're already asking, so I'm assuming you don't have that. And that one, you can't fake.
unless you're a hot chick you don't. the ship has sailed. it's impossible to start up a channel unless you're extremely lucky and suck up to an established streamer.
Either be funny or be a great player. Either way try not to be boring, dont just sit there mostly silently occasionally commenting.
Also be consistent. Stream often and at around the same time so you get a regular "crew" of viewers.

Lot of viewers stay for interaction and not gameplay exclusively,atleast voice is recommended if not facecam. If you read out the chat and answer randoms they will come back eventually.
Playing a popular game wouldn't hurt either probably but I think you can get away with just about anything as a smaller streamer.
What about the people who only watch for certain games and don't give a shit who the streamer is?

Ok I will share my tips here, these all worked for me and made me able to pull ~50 viewers when I felt like it. Look for variety streamers like Soda, Forsen, Lirik, xQc etc and when they decide to stream a lidl game that only has ~1 other streamer playing it, go under that catagory despite streaming another game. This works but be careful of getting banned. The 2nd is you need a cam, no one wants to watch otherwise. 3rd is have something distracting on screen that the people joining can comment on, for example you can put a picture of an ISIS member or something and they will ask "why is there an isis member?" and then you can have a conversation with him. That's it. Works pretty well

Then you're an idiot and you're not gonna get anywhere. Advertising isn't a bad thing, there's just so much of it that alot of people don't like it. Doesn't mean it doesn't work, or that there aren't people who appreciate someone doing to work to get themselves out there. Advertising is just a thing, and it's up to you whether you make it malicious or not.
Unless you think you're just so amazing and interesting that people will simply talk about how awesome you are without being asked to. Then you're just a faggot with a huge ego, and you'd be better off buying a hooker to follow you around and congratulate you upon completion of everyday tasks.

I just have a stigma against advertising and marketing in general. I run every adblock and adblock hider I can and find anyone trying to viral their shit whatever it may be obnoxious. Maybe its a bias I have but given how many people have downloaded ublock, I doubt I'm the only one with this mindset. Not to mention this is Yea Forums where advertising your stream/channel/website/etc is a bannable offense for obvious reasons.

If you have 0 viewers, and 0 people to get to watch your stream from day 1, don't stream one of the top games with thousands of viewers.
Have you ever scrolled down to the bottom of one of those sections to check out the 1 viewer streams? noone really does that unless they have a good reason to.
Playing / Interacting with viewers in some way is a good way to get people to click your shit, mario maker 2 for example, a big one right now where if you play viewer levels you can very easily get some traffic.
Playing a smaller game section where your 0 viewer stream isn't 4 pages of scrolling down can help.

"grinding" doesnt work, if its gonna happen for you itll happen pretty quickly, theres no "earning" viewers, but finding a unique specific situation in where youll be able to build viewership even given you have the talent/personality to draw attention is not an easy thing to do regardless

Go to a Reddit and tell people about it in relevant circles, go to another streamer and talk to him or her and work out something where you both talk about each other. Get friends and be friendly to make sure people know about your brand.
