Tbh the game is pretty manageable in higher difficulties, I could see him getting to Monsoon and choke since he's the biggest parry-check up to that point.
What's interesting is that Very Hard is actually harder than Revengeance since in VH your parries don't deal massive damage.

It's because Platinum just owned how ridiculous the premise is in the first place, also Raiden got into everyone's good graces after MGS4. It also helps that people appreciated MGS2's themes and thus Raiden's purpose much more as the years went by.

The same problem with a lot of action games: terrible bosses. When combat is so quick and satisfying, long qtes and intermissions ruin the moment. Like Ray should have ended after the first fight. Aside from the missile hopping it's not very fun.

There are a handful of mods you can google up for the camera. Don't expect a major improvement but it can still help. Also don't target stuff unless you are in a one on one fight since the camera automatically switches targets when you press A or D or when you move the mouse a bit and theres no way to change that because fuck you here's your shitty console port bro.
