I went to D&B the other day and they had a Luigi's Mansion game and it was kind of fun. Only played like two levels though.

I would say they aren't since they don't actually wait until X money has been put in for the claw to actually grip. That's what western claw games do and that's true rigging, UFO catchers are only "rigged" in the sense that prized are placed in such a way that you need to grind them out with a lot of plays but they look like they're one play away. It's less shady and it lets experienced players actually win instead of it just effectively being chance.
